VA Announces Contract for New Fayetteville NC Facility

October 2, 2012

The Department of Veterans Affairs (VA) has selected Ohio-based Fedcar Company Ltd., a subsidiary of Carnegie Inc., to build a new Health Care Center (HCC) in Fayetteville, N.C.  The new clinic will be located at the intersection of Old Raeford Road and Reilly Road, approximately 10 miles from the Fayetteville VA Medical Center’s main campus. The new HCC facility, an ancillary of the Fayetteville VA Medical Center is slated to be completed in 2015.
The 20-year lease calls for a 259,000 square foot facility with 1,360 parking spaces for which VA will pay an annual rent of $10.5 million.
“The new VA HCC will provide Veterans a medical facility where state of the art care will be provided in a patient-centered environment. It will be designed around the most up to date models of health care.  Patient Aligned Care Teams will oversee each Veteran’s care in a truly integrated fashion,” said Daniel F. Hoffmann, director, VA Mid-Atlantic Health Care Network.  “The entire health care experience will be greatly enhanced because the Health Care Center is designed from the ground up with patients in mind.”
The HCC will enhance and improve the outpatient health care environment for up to 38,000 Veterans and their families.  The new facility should accommodate the projected impact of the Department of Defense’s Base Realignment and Closure actions which are projected to bring an estimated 15,000 to 20,000 additional soldiers, to the Fayetteville VA Medical Center catchment area.
“This demonstrates VA’s commitment and continuous improvement in providing exceptional health care and exemplary services for America’s Veterans right here at home,” said Elizabeth Goolsby, director, Fayetteville VA Medical Center.  “The new facility will house outpatient services, introduce new technologies and provide additional parking for Veterans.  This truly represents a new direction in the provision of health care by enhancing the environment of care and improving Veterans health and well-being through engaged, collaborative teams.”
The new facility will provide primary care, specialty care, day surgery, audiology, pharmacy and radiology services and will include an eye clinic.  The HCC will also house ancillary and diagnostic services in support of the primary and specialty care clinics.
“Our approach is to set a new standard for quality design and construction with a team comprised of experts local to North Carolina with extensive knowledge of the Fayetteville area and possessing vast medical facility design and building experience,” Dale Bradford, Lead Project Development Director of Fedcar explained. “The team has built over 56 medical facilities exceeding 9,000,000 square feet.” This project will create more than 1,000 jobs including design, construction and property management with the majority of these jobs employing people who live and work in the Fayetteville area.
The Fayetteville VA Medical Center and its Community Based Outpatient Clinics currently serve more than 90,000 Veterans from 19 counties in southeastern North Carolina and two counties in northeastern South Carolina.  The Medical Center is located within 10 miles of Fort Bragg and Pope Army Air Field. In addition, Camp Lejeune Marine Corps Base and Seymour Johnson Air Force base lie in the facility’s catchment area.
